TOWARD A GENERAL METHODOLOGY FOR SYSTEMS EVALUATION,

Abstract

The paper attempts to establish a generalized approach to systems evaluation. A fundamental perspective on systems evaluation is formulated by applying the rudimentary principles of evaluation to the system concept. Systems may be evaluated on the basis of their structural, operational or performance characteristics. A modular approach is recommended as most valid and practical for general systems evaluation. The modular concept is employed to establish requirements for the evaluation of intelligence systems and some applicable modeling concepts are described. An annotated bibliography of some literature related to systems evaluation is included as an appendix. (Author)
