COST-EFFECTIVENESS ANALYSIS: AN APPRECIATION

Abstract

The paper attempts to clarify the nature and scope of cost-effectiveness analysis and to point out its proper role as an aid to decisionmaking. It discusses, in the context of national security problems, the reliability and limitations of such analyses and ways to improve its quality.
