INTEGRATED GUIDANCE FOR SHELTER MANAGEMENT. PLANNING A GROUP SHELTER

Abstract

The field-verification and revision of guidance materials for individual shelter planning was the purpose of the report. The existing planning guidance was modified to reflect changes in technology and the shelter planning philosophy, and a Sample Basic Shelter Plan was developed for inclusion in the guide. The sample consisted of sixteen communities selected to review and apply the guidance. Four plans were written during the application of the guidance. Three of these plans adhered closely to the AIR guidance materials and the fourth plan dealt primarily with shelter procedures. The critical comments made by the reviewers indicated that there were no technical inaccuracies and that the technical background information in the guide overlapped with that provided in shelter management training. The findings in this study were reflected in a revision of the guide. The guide has greater emphasis on shelter management, a section dealing with planning for shelter security, and more information on closing the shelter. Minor revisions were made to reflect changes in technology and changes in the Federal program.
