Volume 2 is devoted to an analysis of the interactions of effects described in Vol. 1 (AD632781) with postattack recovery problems, particularly in connection with agriculture. The potential conflicts between short and long-term objectives are stressed. A number of specific countermeasures are listed and discussed.
