A NEW DIMENSION IN FEDERAL UNIONISM.

Abstract

The primary objective of the study is to present the cause, content and effect of Executive Order 10988 (Employee-Management Cooperation in the Federal Service). It attempts to provide a synthesis of the best analyses and interpretations of the Order. In addition, the report includes a condensed history of Federal unionism. Some questions to be considered include (1) What actions or events led to promulgation of the Order. (2) To what extent is collective bargaining functional in a sovereign government. (3) Will government employees accept this as an opportunity to unite for a common goal. (4) What implication does this potential membership hold for organized labor.
