ON THE COST-EFFECTIVENESS APPROACH TO MILITARY R AND D: A CRITIQUE

Abstract

The paper presents the main limitations and hazards of the cost- effectiveness approach to clarifying choices in the military area in general, then develops some aspects of the management problem raised by these limitations and hazards, and finally reviews these problems with special reference to R and D decisions.
