OPERATIONAL COMMAND/CONTROL OF MILITARY FORCES: BASIC CONCEPTS AND REQUIREMENTS METHODOLOGY.

Abstract

This report presents progress made jointly by HSR and SRI during the first phase of a continuing study of the operational command/control function. The objective of the study is to facilitate the activities of system planners by providing a delineation and analysis of the basic functions involved in the exercise of operational command/control, the principles of command/control organization and operations, and a methodology for developing command/control requirements. The work completed during the first phase of the study, and reported here, includes the definition of basic command/control concepts, the formulation of a general description or model of the command/control function, and a preliminary examination of the dependence of function model details upon the operational command level, the type of conflict, and the level of conflict.
