A COMPUTER MODEL FOR PROJECTING CIVILIAN AND MILITARY MANPOWER.

Abstract

A study was made to develop a model that will reflect the impact of changes in civilian-military manpower policy on military strength and costs and on the civilian manpower pools; to implement the model as a computer program that would increase significantly over existing methods of scope of alternatives that could be considered in a relatively short period of time; and to develop relations between policy alternatives and military strength and cost parameters that would accurately reflect the impact of policy changes. The purpose of the military-civilian manpower projection model is to provide a means for the rapid assessment of the impact of alternative civilian-military manpower policies on military strengths and costs and civilian manpower pools. The model considers not only the gross manpower strength implications but also the interface between military manpower policies and civilian manpower policies. (Author)
