INNOVATION AND PRODUCT QUALITY UNDER THE TOTAL PACKAGE PROCUREMENT CONCEPT

Abstract

An assessment of the potential impacts of the Total Package Procurement Concept (TPPC), introduced in the C-5A program, on innovation in new developments and on the quality of the resulting systems. One of the tentative conclusions is that TPPC seems most likely to have adverse effects in situations where the requirement is uncertain, the need is extremely urgent, the technology is unproved, or the measures of system effectiveness are diffuse and qualitative.
