METRI PERSONNEL READINESS MEASUREMENT,

Abstract

Exploratory research resulted in the development of the METRI Personnel Readiness Measurement system which provides an ordered way to bring military judgments to bear concerning the relative importance of diverse factors affecting human performance in relation to the overall readiness requirements of man-machine systems of a ship. Elements in the system so described are: (a) the Readiness Matrix; (b) the Team Approach and (c) the Manpower Pool. Other research concerned a Manpower Performance Index as well as daily cost estimates for each rate in the given ratings so as to estimate costs of given levels of personnel readiness aboard ship.
