PROGRAM PLANNING FOR RESEARCH AND DEVELOPMENT IN THE NAVY,

Abstract

The report describes several but by no means all phases of the program planning process for research and development in the Department of the Navy. Nor are the chapters restricted in content to the Navy as we know it today. Chapter II, for example, dwells on the historical evolution of both research and development and systematic program planning in the Department. Chapter VII views the Navy's relations with Congress on research and development budget matters. And Chapter III suggests an approach to a general theory of the program planning process. Nevertheless, all of the chapters relate directly to the programming of research and development as it occurs in the Navy. (Author)
