NEW DEVELOPMENTS IN EARLY FORECASTING OF PUBLIC PROBLEMS: A NEW INTELLECTUAL CLIMATE,

Abstract

Some general remarks of a philosophical nature are made about the new intellectual climate with regard to the future. The new attitude toward the future is becoming apparent in public and private planning agencies as well as in the research community. Customary planning ahorizons are being extended into a more distant future and are replacing haphazard intuitive gambles, as a basis for planning, by sober and craftsmanlike analysis of the opportunities the future has to offer.
