SOVIET MILITARY POLICY TRENDS UNDER THE BREZHNEV-KOSYGIN REGIME,
Abstract
In the period since Khrushchev was removed from power in October 1964, his successors have had to deal with a wide range of problems growing out of developments both within the Soviet Union and upon the international scene. Within the Soviet Union the new collective leadership under Leonid Brezhnev and Alexei Kosygin has found itself deeply engaged in efforts to improve the performance of the Soviet economy, to redefine the Party's proper role in the management of a modern society, to bolster the country's defense posture, and to restore ideological elan among youth and the intelligentsia in general. On the international scene, the lengthening crisis in Vietnam has cast its shadow over East-West relations, the Sino-Soviet dispute has grown increasingly bitter and seems to be edging closer toward an open break, and the political dynamics of an evolving Europe have both opened new opportunities for a divisive Soviet diplomacy against NATO and have complicated the Soviet Union's task of maintaining the cohesion of its own Warsaw bloc. The purpose of the present survey is to take stock of the situation in one of these areas -- that of Soviet military policy -- on the eve of the fifty year mark in Soviet history. (Author)
