Abstract
Contractor Performance evaluation (CPE) Program is a fact-oriented program. It is a systematic and centralized method for the continuous collection, correlation and presentation of information concerning prospective contractors. It is not a cure-all. But if properly conceived and structured, it can improve our procurement managment. CPE accumulates performance data that is significant. Some contractors, we find, do well on some items and some contracts and not so well on others. CPE provides the background knowledge DoD-wide on total contractor past performance to enable the procuring contracting officer to make better judgments. It provides an effective means for exchange of information between Departments and for knowing which contractors build quality products on schedule and within cost limitations. It is intended to be fair by applying uniform performance evaluation techniques to all concerned. The CPE record of past performance, blended with the logic and knowledge of experienced procurement personnel, is intended to be an integral part of procurement decisions as to a contractor's responsibility and capability to fulfill requirements. It is the intent to see that buyers utilize CPE information in determining which sources are good and which are marginal and that they reward good performances with higher profits. (Author)
