THE ROLE OF THE UNIVERSITY IN DEFENSE RESEARCH AND DEVELOPMENT,

Abstract

The study is primarily concerned with examining an important segment of the country's defense R and D capabilities--the universities. However, the very multiplicity of roles played by the universities in defense R and D provides a frame of reference that makes possible a review of the implications to defense R and D management of the information produced by the entire series of studies. Identification and consideration of some of the dimensions of each of these roles raise questions that are relevant to the management of the highly valued technical intellectual resources and that apply to all segments of defense R and D rather than just to the university.
