The Development of a Potential Defense R and D Complex: A Study of Minneapolis-Saint Paul

Abstract

The overall purpose of these studies is to develop a body of knowledge about the structure, organization, and dynamics of the defense R and D industry in the United States as an aid to the Office of the Director of Defense Research and Engineering (ODDRE). The body of knowledge is intended to provide a basis for improving ODDRE's ability to: (1) Set and modify Department of Defense (DOD) Research Development Test and Evaluation (RDTE) objectives, as they relate to nontechnological factors affecting the performance of defense RDTE either directly or through the environment in which such work is performed. (2) Supervise the achievement of these objectives. (3) Encourage improvement of the defense R and D industry's capability and efficiency in meeting DOD's needs (and other national needs). (4) Modify or mitigate the deleterious effects of shifts in defense R and D procurement.
