Abstract

The effective performance of Navy systems in Fleet use is essential to successful Navy operations. With the increasing complexity of Naval systems, the achievement of an acceptable level of performance effectiveness has become increasingly difficult. During the past three years, useful techniques have evolved from a continuing extensive effort to develop the ways and means to improve performance effectiveness of Fleet systems. The purpose of this manual is to describe the techniques developed under the System Performance Effectiveness (SPE) program.
