THE EFFECT OF DEPOT CLOSURES ON PERSONNEL RETENTION,

Abstract

An analysis is presented of the effects on the Air Force Logistics Command civilian work force of the decision of the Department of Defense in November 1964 to close the Air Materiel Area (AMA) depots at Middletown (Pa.), Mobile (Ala.), and San Bernardino (Calif.). Status change records among the employees during November 1963-November 1965 were subjected to multivariate statistical analysis. Among salaried personnel, 80 to 90 percent transferred to other Government jobs, but those retained by the Air Force ranged from 70 percent from San Bernardino to 20 percent from Middletown. Middletown's low retention was due to the availability of other Government agencies in the area. San Bernardino has a high unemployment rate, and transfer areas were attractive. Higher-paid workers aged 40 to 55 stayed in Government services. Of the nontransferees, the older ones tended to retire, the younger and lower paid to enter private employment. (Author)
