COMMUNICATIONS RESEARCH STUDY (METHODS OF EVALUATION).

Abstract

A report is submitted on a study to develop methods for evaluating the capability of civil defense communication systems to meet operational requirements during and after thermonuclear attack. Findings of past research were reviewed to determine typical communications systems at regional, state and local levels and to ascertain the probable effects of nuclear weapons on these systems. Alternative evaluation techniques were reviewed for applicability to civil defense communications systems. An integrated evaluation method was developed which would make use of engineering analysis, field operations and computer simulations. This method would permit the correlation of pre-strike system characteristics with post-strike system performance, thus providing a basis for the specification of 'reference' or 'minimum standard' civil defense communications systems against which real-world systems might be evaluated. An interim method for evaluating local civil defense communications systems by means of engineering analysis was also developed. (Author)
