CENTRALIZATION VERSUS DECENTRALIZATION OF NICP-DEPOT RELATIONSHIPS WITHIN THE ARMY SUPPLY SYSTEM.

Abstract

A comprehensive review is presented of the 1964 Department of the Army decision to centralize operations of all US Army supply depots at the National Inventory Control Point (NICP) level. The study presents an objective review and analysis of the factors and arguments leading to the centralization decision, to include a summary of the theoretical advantages and disadvantages of the centralized-by-commodity concept which have been advanced by the many studies and analyses of the Army Supply System. The study includes a contemporary review of the implementation problems and realized advantages and disadvantages of the Army Supply and Maintenance System (TASAMS), based on personal interviews and questionnaires; the concluding chapter offers suggestions and recommendations for improving the existing system.
