STATEMENT SCALING STUDY FOR 14 RATING CHARACTERISTICS OF THE COMMANDER'S EVALUATION REPORT,

Abstract

The present scaling study was conducted to determine, first, the numerical values of a number of descriptive statements for each rating characteristic proposed for inclusion into a revised commander's evaluation report (CER) and, second, which of the scaled descriptive statements, by rating characteristic, should be selected for the revised CER. As recommended in a previous study, scaled statements were required for 14 rating characteristics. These were: (1) Conduct, (2) Job Performance, (3) Cooperativeness, (4) Reliability, (5) Drive, (6) Development, (7) Initiative, (8) Job Knowledge, (9) Acceptability, (10) Application, (11) Participation, (12) Adaptability, (13) Responsibility, and (14) Leadership. The scaling method of equal-appearing intervals was used. The method requires: (1) collection of a list of single sentence statements, (2) a number of judges to evaluate these statements, (3) determination of their scale values, and (4) selection of a final list of statements. From the statistical computations, analyses of each statement were accomplished; and the final selection of scaled statements was made for the 14 rating characteristics. Numerical weights of 0 to 4, 0 to 5, 0 to 6, were used for rating characteristics with 5, 6, and 7 scaled steps, respectively. After final selection, the descriptive statements were placed in random order by rating characteristics, as previously recommended, to counteract the general factor, Rater Bias or Halo Effect which was not particularly valid.
