CIVIL DEFENSE COMMUNICATIONS: A METHODOLOGY FOR DETERMINING REQUIREMENTS FOR A COMMUNITY.

Abstract

A step-by-step procedure is presented for determining, costing, and programing the communications requirements to support civil defense (CD) operation of any community against the direct effect of a nuclear attack. Included in this procedure are reviews of the potential threat; CD organization; concept of CD operations, and direction and control; and the existing communications resources and their vulnerability. A methodology is given for determining the telephone and radio circuitry and associated materiel required for communications for the public shelter system and emergency services and to CD - supporting agencies, as well as guidance in preparing the complementary communications plans and procedures. The decision concerning the acceptable grade of communications service is the basic criterion in developing essential circuit requirements. (Author)
