SPECULATION: LOS ANGELES -- 1985: A WORKING PAPER FOR THE LOS ANGELES GOALS PROGRAM.

Abstract

A reasonable planning horizon for the current Los Angeles Goals Program is 1985, because it is neither too early to accommodate necessary lead times, nor so late as to make forecasts fairly meaningless. This paper attempts to present an overview of what city life may be like at that time. This overview is not necessarily the 'best projection,' or a comprehensive one, and it may be inaccurate in some of the details, but perhaps it will provide a useful framework for discussion of the goals and objectives of the planning effort.
