EOC DISPLAY SYSTEM EVALUATION.

Abstract

This document presents the results of the investigation of the value of semiautomated display systems for emergency operations at the municipal level. The evaluation consisted of two phases: Phase I was directed toward determining the value of semiautomated displays for municipal executives in their emergency decision making using a model semiautomatic display system in a simulated emergency operations context. Phase II was a human engineering investigation of the operator and viewer interface with the model display system, to identify those design changes that should be incorporated if Phase I indicated that a semiautomatic system was desirable. The findings of these two phases are presented, together with a discussion of the value of semiautomatic displays at the local level, the required characteristics of displays for municipal-level EOCs, and the value of fully-automatic systems at the local, state and regional levels.
