UNUSUAL COMMUNICATIONS TECHNIQUES.

Abstract

A review and evaluation is made of unusual communications techniques and unusual applications of conventional communications techniques for civil defense purposes, to identify those that offer the best potential for supporting civil defense requirements. Included in the report are general civil defense operational communications requirements at the federal, state, and local levels, as well as the operational parameters and criteria for evaluating the technical feasibility of candidate techniques. The estimated duration, effort, and funding for the practical development of the recommended techniques are given. (Author)
