ON MATHEMATICAL CRITERIA OF EFFECTIVENESS OF COMMUNICATION-DEPENDENT NAVAL MISSIONS.
Abstract
A quantitative method is developed for evaluating the effect of communications outages on communication-dependent naval missions. The percentage of compromised naval tonnage caused by communications outages beyond specified time allowances is established in parametric form. Innovations in operations-research methodology are offered whereby boundary values associated with specified statistical precision levels are used instead of the mean values of a probabilistic model scattered over a zone of statistical indeterminacy. Results of computations indicate that unexpectedly large amounts of naval tonnage are compromised by interruptions, and that any improvement in mission availability results in an unproportionally favorable reduction in percentage of compromised tonnage.
