HIMALYAN BORDER COUNTRIES PROJECT: THE DEFENSE AND SECURITY SYSTEM IN SIKKIM.

Abstract

According to the 1950 Indo-Sikkimese Treaty, responsibility for the defense and security of Sikkim is vested in the Government of India. Since 1959, however, the Sikkim Government has been attempting to expand its capacity to contribute to the defense of the State, with at best the reluctant cooperation of New Delhi. The first part of this paper consists of an analysis of the internal and external factors behind these developments. The latter section of the paper deals with the role of the Sino-Indian dispute in the defense and security of Sikkim. The question of external subversion, primarily from extremist Communist elements in India and Nepal, is also considered.
