COMMUNICATIONS GOALS FOR LOS ANGELES. A WORKING PAPER FOR THE LOS ANGELES GOALS PROGRAM,

Abstract

It is the argument of this paper that television be made the voice of the ghetto dweller for communication among and between themselves. And that in due course television become the voice of the city for communicating among and between neighborhoods. With this as our goal, an examination is made of three competing schemes for achieving this objective--the use of VHF, of UHF, and Cable. The relative cost that would result to the city of Los Angeles from investing in a metropolitan communications system is determined. (Author)
