A 'HIDDEN HAND' FOR HARNESSING RESEARCH TO MISSION NEEDS: METHODOLOGY FOR DERIVING AND UTILIZING SPECIFIC STATEMENTS OF REQUIREMENTS FOR NEW KNOWLEDGE AND TECHNOLOGY,

Abstract

The paper describes untested mechanisms through which specific statements of the sponsoring department's needs for new knowledge and technology can be developed and interjected into research investment decisions in a manner which will influence the allocation of resources (1) among competing scientific disciplines and program areas, and (2) among competing tasks within such programs. Requirement statements are derived through a process which involves simulated markets for 'building blocks' which a formal technical forecasts prediction could be made available in the relevant time frame. A quantitative Return on Investment (ROI) Index, reflecting predicted value and cost of its attainment, is developed for each specific objective and barrier problem statement. The hypothetical mechanisms which produce these results are based on Charles Lindblom's concept of partisan mutual adjustment. They involve a highly decentralized decision process taking place within a framework in which incentives and the balance of power among partisans of the interests of the users and of the producers of scientific knowledge are structured so that decisions hammered out through mutual adjustment will be compatible with the interests of the sponsoring department.
