ATTRIBUTING GREATER RESPONSIBILITY FOR HOOLIGANISM (OB USILENII OTVETSTVENNOSTI ZA KHULIGANSTVO),

Abstract

The report discusses a decree of the Presidium of the Supreme Soviet, USSR dated 26 July 1966 regarding hooliganism and its control. Hooliganism is defined as anti-social behavior. Various legal degrees of gravity are defined: minor hooliganism, hooliganism, and malicious hooliganism. The decree specifies the appropriate police action, court action, and punishments for each degree of the crime. A special section is devoted to actions by citizens against hooligans. No redress can be claimed by the culprit for injuries suffered at the hands of a citizen acting to put down the offensive act. In a separate section, penalties are also listed for citizens who permit hooliganism. (Author)
