AN ECONOMIC RE-EVALUATION OF THE PROPOSED LOS ANGELES RAPID TRANSIT SYSTEM,

Abstract

An issue of immediate importance to Los Angeles residents is whether a rail rapid transit system should be built and heavily subsidized out of a proposed sales tax. Although such projects seem to be currently fashionable in the larger North American cities without such facilities, we believe that the economic feasibility of this project deserves more careful scrutiny than it has thus far received. After some summary comments of more general interest, this paper examines in some detail the economic justification recently presented for the project by the Southern California Rapid Transit District in their Final Report.
