CONTRACTOR PERFORMANCE EVALUATION IN SOURCE SELECTION

Abstract

The report is a brief reconnaissance study to review and evaluate the Department of Defense's program of contractor performance evaluation (CPE). The study concentrates on the problems, uses, and utility of contractor past performance information in major proposal evaluation and source selection activities. After a discussion of CPE problems and alternative solutions, the report presents a proposed system to accelerate and emphasize the use of past performance information in source selection.
