IMPORTANT FACTOR OF VICTORY OF WAR,
Abstract
General Major V. Zemskov reviews Soviet military strategy and the Marxist-Leninist tenets on which it is based and indicates that a new political-military organ is now being established in the Soviet Union to provide the necessary collective leadership in the event of a nuclear war. A new world war, Zemskov states, will be the decisive clash between two diametrically opposed systems-the socialist and the capitalist. It will be a war of coalitions of nations involving multimillion-man armies. It will inevitably be a rocket-nuclear war in which no distinction will be made between front and rear. Since the outcome of such a war can be determined by the first strike in the first hours of conflict the elements of surprise, space, and time become extremely important. For all these reasons Zemskov states: 'it is not surprising that the necessary military-political organs of national and military control are now being created.'
