Abstract

Of particular concern is the implementation of that part of the new CNO direction applicable to shipboard allowances of directly supporting materials. Our label for this effort is the 'Allowance List Rewrite Program', a NAVSEC/NAVAL SUPPLY SYSTEMS COMMAND joint undertaking. In general, it involves the recomputation of shipboard allowances of equipment, equipage, repair parts and other directly supporting materials. NAVSEC is responsible for the engineering aspects of the program for the hull, mechanical, electrical and electronic shipboard installations. Three basic reasons why a change in the 1946 CNO policy was necessary are: Current allowances are only 74% effective in meeting demands; Current allowances lists authorize unrealistic range and depth allowances; and Current allowance lists are not responsive to changes in fleet maintenance requirements.
