READINESS MEASUREMENTS VIA SUBRESOURCE C-RATINGS,

Abstract

The Pacific Fleet Operational Status (OPSTAT) system reports combat readiness ratings (C-ratings) for each ship under eleven subresources covering personnel, supply, equipment and training. From these grades we determine an average unreadiness measure for the ships in the fleet. A second measure, average visible subresource unreadiness, indicates the difficulty of improving readiness. Based on these measures, a method is proposed for determining major problem areas. A recommended procedure is given for generating daily readiness reports. The application of these techniques is illustrated by an example.
