SUPPLY CONDITIONS FOR LOW-COST HOUSING PRODUCTION,

Abstract

The study focuses on the cost-saving potential in construction of low-income housing in 'mass markets.' The analysis elaborates a conceptual model which links technological changes and scale effects to production costs. Technology and scale economies affect only the physical amounts of factor inputs required to build a housing unit; potential cost savings depend on both the factor inputs and the price of those inputs in the market. The supply and demand conditions in the input markets will determine these money costs. Empirical estimates of supply price responses are presented for major construction materials, but data limitations precluded similar price response estimates for construction labor. (Author)
