AN EXAMINATION OF THE FOUNDATIONS OF INCENTIVE CONTRACTING

Abstract

The report focuses on the effect that contractual incentive arrangements may reasonably be expected to have in reducing the cost, increasing the timeliness, and improving the performance of engineering and operational systems development efforts in DoD programs. It develops arguments, based on field observations and analytic study, which lead to recommendations for DoD management.
