Abstract
The document presents a general model by means of which the economic prospects of low income urban youth can be appraised. On the conceptual level, the model facilitates the comparison of a number of phenomena which have been offered as explanations of the unsatisfactory economic futures which confront poor youth. Better understanding of the relative power of these various hypotheses and the ways in which they interact will aid in the search for program remedies. (Author)
