PROPOSAL GENERATION AND EVALUATION METHODS IN RESEARCH AND EXPLORATORY DEVELOPMENT

Abstract

The paper is based on an investigation of ways to improve Army planning for research and exploratory development. The dominant characteristic is that the effort is pointed toward specific military problem areas with a view toward developing and evaluating the feasibility and practicability of proposed solutions and determining their parameters.
