EAST EUROPEAN ARMS CONTROL AND DISARMAMENT PROPOSALS.

Abstract

The paper examines Eastern Europe's participation in the East-West arms control and disarmament dialogue since 1957. Although the various proposals advanced by the East European governments probably were influenced largely by the Soviet Union, it is possible to see in them some underlying national interests of the participants. Running through the paper is a truism that nations are seldom, if ever, interested in arms control for its own sake. Behind the facade of solidarity with Soviet policy, the East European party and government leaders are said to be manifesting both a greater ability to bring their own interests to bear on Soviet block decisionmaking, and a greater ability to undertake initiatives in their own behalf.
