THE OFFICER EFFECTIVENESS REPORT AS A PERFORMANCE MEASURE: A RESEARCH REVIEW,

Abstract

The report reviews a decade of research concerned with the Air Force Officer Effectiveness Report. One major group of studies concerns the OER used as a performance measure for personnel management purposes. This group includes analyses of relationships between officer effectiveness ratings and such situational and demographic factors as AFSC, grade, command, and education. The second area of research includes studies designed to determine the relationships between certain variables and officer performance where the OER has been used as a criterion measure for this performance. These investigations are concerned for the most part with measurement and improvement of officer selection devices and training program. An attempt was made to examine critically the results obtained and arrive at whatever empirical and interpretive generalizations such a diversity of data permits. (Author)
