PROGRAM BUDGETING AND EXECUTIVE COMMITMENT,

Abstract

The City of New York was assisted in the development and implementation of program-budgeting systems in several City agencies. One of the objectives of that effort was to discover whether the theory of program budgeting could be reduced to practice in a large metropolitan city, and if so, how. (Author)
