DISCUSSION OF AN ATMOSPHERIC ELECTRICITY TEN-YEAR PROGRAM.

Abstract

It is felt that a general approach to the solution of a number of old problems of atmospheric electricity, mostly related to the global circuit, as well as of a number of quite recent problems in atmospheric and ionospheric physics should be discussed. A program is proposed which is supposed to cover about ten years, during which on a background of some routine-type measurements and recording of various parameters, a number of short intensification periods are interspersed - the whole effort coordinated in such a way that simultaneous measurements of parameters with a global significance are made. Possible 'fall out' for the solution of some more marginal problems is expected and the program is laid out to be flexible and subjected to alterations resulting from performance and result tests. The main scientific problems involved and approached are briefly sketched, and organizational proposals for the initiation and performance of the program are made. (Author)
