Abstract

The report develops a conceptual vocabulary of the procedural models to guide and structure the use of transportation system planning models. The evolution of the analysis process is represented by the development of relations which describe the actions and goals in the Problem Solving environment. The first section briefly describes the PSP model. The next section develops a snap-shot view of the states of the PSP by defining the relationships among the set of actions and the sets of goals.
