AN IMPROVED NATO MILITARY FORCE COST MODEL (NAMILFO),

Abstract

The report presents the documentation of the revised cost model, NAMILFO, a computerized method of costing planned NATO forces. NAMILFO includes a number of modifications to permit greater input flexibility, more internal computations, and a more comprehensible printout. Basically, the program provides for structuring the NATO forces by country, service, mission area, and planning element/commitment status. The services are ground, naval, air, and establishment-wide; the mission areas are strike, air defense, land battle, sea warfare, reserve forces, internal security forces, and general support (including R and D). Up to six personnel types (five military, plus civilians) can be accommodated, under separate names for each service. Cost data may be entered in U.S. or foreign currency. As many as five alternative major equipment cost factors may be used to reflect changes over time. The program was written in FORTRAN for use on the IBM 360/65; conversion to run on six-character-word computers should be straightforward. Appendixes list the NAMILFO program, supporting IBM-1401 program, and the NATO Defense Planning Cost Categories. (Author)
