Abstract

A manual on Soviet administrative as opposed to criminal law. Soviet administrative law regulates the social relations which are established in the process of Soviet state control. Administrative law is defined and its delimitation from other branches of Soviet socialist law is noted. Norms of administrative law and procedures for initiation, change and termination of administrative law relationships are described. The organs of state control are defined. Persuasion and coercion in Soviet state control are outlined, as are the methods used for insuring solicalist legality in Soviet state control. A special section outlines procedures, methods and policies in the management of agriculture, transport, internal trade, construction, education, industry, science, culture, public health, social security and defense. The areas of foreign affairs, foreign trade, state security and public order are described in their relationships to Soviet administrative law. The general characteristics of the finance and credit system of the USSR and management of courts of administrative law are noted. (Author)
