Abstract
The testimony deals with the following: Under what legal conditions can large files of information on private citizens be maintained, and for what purpose. For internal business needs. For external sales. Under what legal conditions might a business or a government agency engage in the sale of such information files. What legal controls must exist to safeguard the rights of the citizen against erroneous, malicious, incomplete, or unvalidated information in such files. What are the legal obligations of agencies or businesses that maintain such files. What legal recourse has the citizen in the event his reputation is damaged as a result of the activity of such files. What rights has the citizen to inspect files that contain aggregated information on himself. Should he be permitted to inspect not only for content, but also for false, unevaluated, or incomplete data. (Author)
