COST-EFFECTIVENESS MEASUREMENT OF CIVIL DEFENSE SYSTEMS.

Abstract

The problem of measuring the effectiveness of the total civil defense system is addressed in the study, with the emphasis and primary concern being the development and methods of application of criteria measures for system evaluation. The report presents and discusses criteria that should be used in establishing evaluation measures; problems that are encountered when measures of performance and effectiveness are used for system and subsystem evaluations, and methods of dealing with these problems; and some measures of cost, performance, and effectiveness relevant to CD systems evaluation.
