SOME THEOREMS IN THE THEORY OF EFFICIENT TRANSFERS,
Abstract
There is a rigorous argument in Paretian welfare economics for subsidies in kind to subsets of the population. There exist circumstances under which a voucher scheme could result in efficient resource allocation, but some schemes which have been suggested will not achieve this purpose. The theorems of this paper are an attempt to illuminate the circumstances under which a voucher scheme could improve resource allocation and the characteristics that the scheme must have to actually do so.
