EVALUATION OF R AND D ORGANIZATIONS

Abstract

One of the problems identified by the Director of Defense Research and Engineering, in his high-priority effort to strengthen the Department of Defense in-house laboratories, concerned the evaluation of research and development organizations. The report describes a peer rating experiment which was an attempt to gain greater insight into the relationship of management and organizational performance with organizational characteristics.
